, six, seven weeks, we did everything that the republican leadership asked us to do. governor cuomo came down and i was at the meeting, he met with the speaker. gov. christie came down and mayor bloomberg came down and met with the majority leader. we were asked to submit detailed documentation. gov. christie, governor cor uomo, they managed detailed documentation. when the bill came from the senate we were told there was [inaudible] the bill was in compliance with what republican leadership * to do. in my dealings with them, the majority leader is straightforward and direct. he was fighting to get the bill on the calendar. it was the speaker for whatever reason who walked off the floor and said the bill was being pulled. i do not enjoy say this. i consider myself a personal friend of john boehner. it pains me to say this. the fact is the dismissive attitude that was shown last night toward new york, new jersey, and connecticut typifies the strain in the republican party and i know this not the place to discuss politics but that politics is entering into a decision that was made. i

congressional staff providing backup documentation for all the damage claims. governor cuomo and i have spent hours and hours speaking to individual members of the house and senate to answer their questions. we worked with president obama and his administration and satisfied them of the urgent need of the $60 billion aid package. this was good enough for 62 united states senators of both parties to vote for this package. this was good enough for a majority of the house of representatives. it overcame all the factual challenges but could not overcome the toxic, internal politics of the house majority. finally, new jersey and new york are among the most generous states in the nation to our fellow states. we vote for disaster relief for other states in need. we are donor states, sending much more to washington, d.c., than we ever get back in federal spending. despite this history in our hour of desperate need, we have been left waiting for help six times longer than the victims of katrina, with no end in sight. americans are tired of the intrigue and political partisanship of this con

governor cuomo, gov. christie, mayor bloomberg. everybody played by the rules except tonight when the rug was pulled out from under us. the people who are out of their homes, the people who are cold, the people who lost their jobs, they do not have the time to wait. we have responsibilities. >> the gentleman is recognized. >> i am sitting here in shock. there are americans suffering because of an act of nature. it is our obligation as americans to make sure we come to the aid of americans, and that is why on this issue democrats and republicans have come together in any kind of crisis. when it comes to natural disasters, we have always come together. how can we return -- how can we turn our backs on americans staminat? we cannot turn our backs on our citizens who need us, some who will not have a place to stay for a long time, people who suffer, people who need food. we are americans. i am shocked. mr. speaker, you have to reconsider. >> for what purpose does the gentleman from new york seek recognition? the gentleman is recognized. >> i have been a member of this body for 24 year

sandy, including governor christie a republican, and governor cuomo should be deeply disappointed and angry that this congress would adjourn without addressing the pain of our fellow citizens. i have been to new york. i have walked the beaches. i have seen their homes that have been destroyed with my colleague, greg meeks. i have talked to to members of congress. congressman crowley, congressman pallone, congressman rothman, all who have had their citizens deeply damaged by the ravages of the perhaps storm of historical proportions that struck the northeast. none of us is immune, not from a tornado, flood or a fire. i deeply regret that i can't change this opinion, but it's not what we ought to be doing that. there are republicans that are grieved by this action and democrats on this floor who are deeply grieved by this action. this is not the right thing to do. i would hope it would be reconsidered. we have asked our members to stay here. every one of them. knowing full well they wanted to go home, just for a day toe see their families. mr. speaker, i would hope this decision would b
